Mr. Miller has a proven background as an Owner’s Representative and Project Manager, successfully completing numerous projects on time and within the allocated budget. His collaborative approach to project management brings all project stake holders together in a manner that encourages team work in pursuit of the common goal of a successful project experience for the Owner.
He has extensive experience as a project manager and construction manager on private and public agency projects, including those for Private Owners, Hotels, Commercial Production Facilities, Public School Districts, Public Agencies, and Publicly Owned Hospitals. He has provided project management consulting services on a wide spectrum of architectural and engineering construction projects for more than 42 years. His experience includes project management, logistical coordination, resource planning and scheduling, providing cost analysis and budget management, as well as conducting site supervision during the construction phase to keep the project on schedule and within budget. In his prior position, Mr. Miller was the Director of Integrated Construction Management where de developed and managed the Construction Management / Owner's Representative Services Division for an Architectural Services Firm.
Mr. Miller has a thorough knowledge of the Construction Management processes and best practices, and has successfully managed public and private sector projects with aggressive schedules and tight budget restrictions, consistently exceeding client expectations. He has a thorough understanding of California Building Codes and the Public Contract Code. Mr. Miller has extensive experience with Standard Bidding and Contract Management processes for public and private entities. He is proficient with software applications such as Microsoft Office, Microsoft Project, and SureTrack, as well as CAD programs and integrated project management programs.

Mr. Miller provides accessibility consulting and inspection services for private (Title III) entities and public (Title II) entities. Reviewing design documents, performing site inspections, developing CASp inspection reports and providing general consulting services on accessibility issues. Clients include Hotels, Convention Centers, Hospitals and Healthcare Facilities, Shopping Centers, Schools and Universities, etc.

Project Manager / Owner's Representative: Provides Construction Management Services for the City of Monterey, Monterey Regional Waste Management District and other clients. Manages projects, with direct responsibility for all aspects of project implementation. Responsible for oversight of project planning, design and construction. Manages technical quality, staffing, cost, budget, schedule, and invoicing and all aspects of project performance. Works with project architects and project consultants to finalize design documents and facilitate processing through the Planning and Permitting Process. Performs detailed constructability and biddability reviews. Manages the bidding process, including responses to bid questions, job walks and issuing addenda. Reviews and evaluates bid packages, recommending a short list of contractors for interviews and contract negotiations. Assists the owner in negotiating contracts with selected contractors.
Manages and expedites the construction process reviewing and processing of Submittals, RFIs, Design Bulletins and Potential Change Orders.

Carol “Carrie” Miller passed away peacefully from Creutzfeldt-Jakob Disease on February 10th, 2022 in Pacific Grove, Ca. She was 64 years young.
Carrie was born in Boston, Ma but moved to the Bay Area with her parents and sister when she was young. After graduating from the University of California, Davis, she moved back to the Bay Area to work and raise her family. She has called Pacific Grove her home for the last 12 years. Her “Little Piece of Paradise”
Along with spending time with her husband, Roger, and her two girlies, Faith and Hope, she loved to visit and chat with friends near and far, enjoying the views of the ocean while driving along the coast line of Central California, sewing a blanket or two and photographing all the beauty around her.
She is survived by her Husband Roger, Sister Ellen, Daughters Catherine, Cassandra and Ashley, Son John, step daughter Teresa And Niece Kristin; 2 grand sons, two grand daughters and grand nieces and nephew.
In lieu of flowers, her family requests a donation in her honor to the CJD Foundation.
